Gwendolyn Caldwell

Gwendolyn Caldwell is the President of Caldwell & Associates and brings more than fifteen years of experience at the Oklahoma State Capitol.

Before founding Caldwell & Associates, she led the government affairs divisions for both the State Chamber of Oklahoma and the Tulsa Regional Chamber, where she managed a team of five lobbyists and directed advocacy efforts on a wide range of legislative and regulatory issues.

Gwendolyn has worked on multiple Oklahoma State Senate campaigns, giving her a deep understanding of the political process and helping her build strong relationships with members of the Senate caucus and other key policymakers.

She also served as Legislative Director for the Oklahoma State Senate, where she played a hands-on role in advancing legislation, coordinating policy strategy, and managing vote counts on priority bills. This experience provided an insider’s understanding of how legislation moves through the process and what it takes to secure successful outcomes.

With experience spanning the private sector, trade associations, political campaigns, and legislative leadership, Gwendolyn offers clients a unique combination of strategic insight, trusted relationships, and practical knowledge.
